The Mattress Recycling Council is a nonprofit formed by the mattress industry to run the recycling programs that California, Connecticut, Oregon and Rhode Island require by law. Consumers know it as Bye Bye Mattress. A fee paid on every new mattress and box spring funds no-cost drop-off at transfer stations, public works yards, events and other sites. It does not pick up at homes. Open ByeByeMattress.com and choose your state first.

Which states and who pays

The program runs in four states: California, Connecticut and Rhode Island, which passed their laws in 2013, and Oregon, where it began in 2025. Each state’s program is paid for by a per-unit fee on every mattress and box spring sold there, approved by a state regulatory body. Oregon calls it a stewardship assessment. The FAQ lists Connecticut at $16.00, Oregon at $22.50 and Rhode Island at $20.50; MRC’s California page says that state’s fee became $18.00 on April 1, 2026. You pay the fee even if you never recycle. Any resident of the four states can use the program, even for a mattress bought before the fee existed. CalRecycle oversees the California program.

What is accepted

  • Everywhere: mattresses (foam, springs or a mix) and box springs, also called foundations, no matter when they were bought.
  • Condition: in California and Oregon any condition is accepted. In Connecticut and Rhode Island the unit must be in recyclable condition; in Connecticut, ask the site about a moldy, soaked, frozen or bedbug-infested unit, and expect a possible fee.
  • Futons: California takes a futon mattress that comes off its frame. Connecticut and Oregon do not take futons.
  • Crib mattresses: accepted in Connecticut, not in California or Oregon.
  • Not in the program (California, Connecticut and Oregon lists): bed frames, sofa beds, pillows, cushions, pads and toppers, sleeping bags, loose bedding, air mattresses without upholstery, stripped units, and mattresses from out of state.

How to use it

Choose your state on ByeByeMattress.com and search the drop-off locator by address or ZIP code. Unit limits may apply and some sites need an appointment, so call the site first. In California, a retailer delivering a new mattress must offer to take the old one at no added cost, within 30 days, though delivery fees may still apply and the retailer may refuse a unit that poses a health or safety risk. Some cities offer free bulky pickup; the California locator marks those that recycle through the program. A business with at least 100 units can request a Commercial Volume Program pickup.

What this is not

It is not a hauler and does not collect at the curb. Outside the four states the program is not active; its site offers a list of recycling facilities and otherwise tells you to ask your city or waste hauler how to discard a bulky item.

Questions

Which states have a Bye Bye Mattress program?
California, Connecticut, Oregon and Rhode Island. Residents of those states can use participating drop-off sites funded by a fee collected on new units.
Does the Mattress Recycling Council pick up mattresses at home?
No. It runs drop-off programs, not curbside collection. In California, the retailer delivering a new mattress must offer to take the old one at no added cost.
Are crib mattresses and futons accepted?
It depends on the state: California takes a futon mattress that separates from its frame but not crib mattresses, Connecticut takes crib mattresses but not futons, and Oregon takes neither.
How much is the mattress recycling fee?
Per unit: $18.00 in California, $16.00 in Connecticut, $22.50 in Oregon and $20.50 in Rhode Island. It applies to every mattress and box spring sold, whether or not you recycle.
What do I do with a mattress outside those four states?
The program is not active there. Its site points to a list of recycling facilities and otherwise tells you to ask your city or waste hauler how to discard a bulky item.
