Cities change what counts as a properly set-out cart more often than they change the day: an official bin becomes mandatory, a second cart starts costing money, bags outside the cart stop being collected. Each story here reports the rule from the city or hauler’s own notice, with the start date, who it applies to and the fine or fee involved.
Where to start
New York City’s official bin rule is the worked example: fines for one-to-nine-unit buildings began September 8, 2026. The standing set-out rules for each city are on its edition, such as the set-out times on New York City, the 6 p.m. to 6 a.m. window in Houston and the five feet of clearance in Honolulu; bulk pickup covers what goes outside the cart, the bulky items and furniture guides cover mattresses and appliances, and States & Cities opens the rest.
