Houston Solid Waste Management Department reviews start with the City’s own figures, and they point to late pickups: a May 2026 study for the City puts the department’s collection rate at 85% for residential garbage and 65% for recycling and heavy trash, against an industry standard of 99%. The department collects at homes and buildings of up to eight units; larger apartment complexes and businesses hire private haulers.
The City of Houston Solid Waste Management Department (SWMD), now part of Houston Public Works, empties the 96-gallon garbage cart weekly at more than 390,000 households, on a day set by address. It also collects curbside recycling every other week and, every other month, heavy trash with yard waste. Find your days with the Find Your Schedule tool or the HTX Collects app.
Serves: Houston, Texas.
What they collect and how often
- Garbage: weekly, in the city’s 96-gallon cart.
- Recycling: every other week, in the city-issued green cart; paper, cartons, cardboard, cans, glass and plastics #1 to #5 and #7.
- Heavy trash: junk and tree waste every other month, up to six times a year.
- Yard waste: in compostable bags or your own containers, with heavy trash.
Find your collection day
Search your address in the Find Your Schedule tool on the Solid Waste home page or in the HTX Collects app for your garbage, recycling and heavy trash days, and set reminders and service alerts.
Set-out rules
Put the garbage cart out between 6 p.m. the day before and 6 a.m.; recycling may go out until 7 a.m. Bring both in by 10 p.m. on collection day. Keep lids closed, face the recycling cart to the street with the handle toward the house, and leave 3 feet around each cart. Blocked carts are skipped.
Holidays
Houston lists 13 city holidays for 2026 and announces each collection plan shortly before the day; not every holiday changes collection. In 2026, Memorial Day and Labor Day moved Monday routes to Tuesday and Tuesday routes to Wednesday, while MLK Day and July 3 kept regular collection. Still ahead: Veterans Day, Wednesday, November 11 (no change in 2025); Thanksgiving, Thursday, November 26, and the day after, Friday, November 27 (in 2025, Thursday routes ran Friday and Friday routes Saturday); Christmas Eve, Thursday, December 24 (regular collection in 2025, drop-off sites closed); Christmas Day, Friday, December 25, and New Year’s Day, Friday, January 1, 2027 (routes ran one day later last time). Watch SWMD notices for each holiday week.
Bulk, brush and special items
Heavy trash goes out between 6 p.m. the Friday before and 7 a.m. on the collection day, just behind the curb. Up to 8 cubic yards: furniture, mattresses, carpet, appliances, fridges only with a refrigerant-removal tag, and up to four passenger tires. Tree limbs up to 8 inches thick and 10 feet long. No electronics, paint, chemicals, roofing, contractor debris or bagged garbage.
Hazardous waste, electronics and drop-off
The Environmental Service Center South, 11500 S. Post Oak Road, is open Tuesday, Wednesday, Friday and Saturday, 8 a.m. to 5 p.m.; ESC North, 5614 Neches Street, opens the second Thursday, 9 a.m. to 3 p.m. They take chemicals, paint, electronics, rechargeable batteries and tires. Six free Residential Drop-Off Centers take bulk, tree waste and recyclables Tuesday to Saturday, 9 a.m. to 6 p.m., up to four times a month; bulk and tree waste need a Texas ID and a matching City of Houston utility bill or lease, recycling only the ID.
Missed pickup and contacts
Report a missed collection, a cart repair or damage to 311: dial 311 or 713-837-0311 at any hour, use the Houston 311 app or portal, or email 311@houstontx.gov. To check a 311 request, call the SWMD customer service line at 832-394-1453, Monday to Friday, 7:30 a.m. to 4:30 p.m.
What this is not
Apartment complexes of more than eight units and businesses are not on city routes, and where a homeowners association has a city sponsorship agreement, its contractor collects instead. Contractors must haul away their own tree, roofing and remodeling debris.
Houston Solid Waste Management Department reviews and complaints
The City’s own reports describe a service that runs behind. The Solid Waste Cost of Service and Enterprise Fund Study, prepared for the City by Burns & McDonnell and dated May 4, 2026, puts the department’s collection rate at 85% for residential garbage and 65% for recycling and heavy trash, against an industry standard of 99%. Reaching that standard would take vehicles and staff for 114 more weekly routes; 34% of the fleet is at or past the seven-year replacement age, and the study says residents frequently experience delays. In its presentation to the City Council’s Service Delivery Committee on July 23, 2025, the department said recycling delays had persisted for years and its customer service team was working through a backlog of 20,000 service requests.
The problems those reports name again and again:
- recycling pickups that run days late;
- heavy trash and yard waste collected weeks behind schedule;
- 311 service requests left waiting;
- too few trucks and drivers for the routes, with an aging fleet.
These are the City’s findings about the service as a whole, not reviews of one street. Since July 1, 2026, a $5 monthly Administrative Fee on the utility bill pays for fleet, staffing and service reliability, including pending 311 service requests, according to the City’s Administrative Fee FAQs.
