Saint Paul Public Works runs the city’s coordinated garbage collection for homes with one to four units and recycling for every household; enrollment is automatic. Garbage goes weekly or every other week, and recycling weekly, on a day set by address. Since July 1, 2026, bulky items go out beside the garbage cart without an appointment. The city’s collection map shows your hauler and day.
Serves: Saint Paul, Minnesota.
What they collect and how often
Garbage is bagged in a city cart: 35 gallons every other week or weekly, or 64 or 96 gallons weekly. FCC Environmental or City crews haul the garbage, and Eureka Recycling collects the recycling. Recycling is single-sort and weekly, loose or in paper bags, never plastic bags. Quarterly garbage rates from April 1 to December 31, 2026 run from $61.04 to $146.66, billed to the owner, plus a $43.50 annual fee on the Ramsey County property tax statement. Recycling costs $172.75 per unit for one- to four-unit properties in 2026, also on the tax statement.
Find your collection day
Enter your address in the Garbage & Recycling Day Map. The 2026 Collection Calendar marks the holiday delays and the every-other-week garbage weeks.
Set-out rules
Carts go out by 6 a.m. on collection day at the edge of the alley or curb, no more than four feet from it, lid arrows facing out, three feet from each other and from other objects; crews may come until 6 p.m. Extra garbage bags beside the cart cost $4.25 each plus state and county fees; up to six paper bags or three boxes of extra recycling go free.
Holidays
When New Year’s Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Thanksgiving or Christmas falls on a weekday, collection on or after the holiday runs one day late for the rest of that week, and Friday routes go Saturday. On Thanksgiving, Thursday, November 26, 2026, there is no collection: Thursday routes move to Friday, November 27, and Friday routes to Saturday, November 28. Christmas Day, Friday, December 25, moves Friday routes to Saturday, December 26.
Bulk, brush and special items
No appointment is needed since July 1, 2026. Set items beside, not against, the garbage cart by 6 a.m. on your regular day, labeled “bulky” and emptied of food, liquids, gas and batteries; a truck returns within two business days. Each garbage cart includes 12 bulky items a calendar year, counted from January 1, 2026; more cost $30 each plus tax. Mattresses, box springs and metal bed frames go free, without limit, through Second Chance Recycling. Construction debris and tires are refused.
Hazardous waste, electronics and drop-off
Paint, batteries, motor oil, syringes and medications cannot go in either cart. Ramsey County takes household hazardous waste free at one year-round site, which replaced its Bay West and mobile collections: the Ramsey County Environmental Center, 1700 Kent St., Roseville, open Tuesday to Friday 11 a.m. to 6 p.m. and Saturday 9 a.m. to 4 p.m. Bring proof of residency and stay in your vehicle while staff unload. The center also takes TVs, computers, phones and small appliances under 20 pounds, and TVs and computers can go at the curb as bulky items. County hotline: 651-633-3279.
Missed pickup and contacts
Crews work until 6 p.m., so report a missed collection after 6 p.m. or the next day, after ruling out a holiday delay. A bulky item set out by 6 a.m. and still there after two business days counts as missed. Solid Waste & Recycling: 651-266-6101, garbage@ci.stpaul.mn.us or the online request form, monitored Monday to Friday, 8 a.m. to 4:30 p.m.
What this is not
Buildings with five or more units hire a licensed private hauler for garbage, though those with 5 to 11 units may opt into City service, and bulky pickup covers only buildings that opted in. FCC Environmental collects their recycling under a City contract, and the building owner arranges mattress pickup. Minneapolis runs its own program through Minneapolis Solid Waste & Recycling.
