Glendora’s 2026 trash rate increase comes in two parts. Homes went up 5% on July 1, 2026, to $52.71 a month for standard three-cart service. A second package, taken to a City Council hearing on July 14, 2026, covers five years of maximum rates, a $23.05 yearly fee for businesses and apartments, and a move to three containers for them (City of Glendora).

What Glendora homes pay now

Athens Services, the city’s franchised hauler, collects trash, recycling and organics in Glendora. Its June 1, 2026 letter to customers set a 5.0% increase for all residential, commercial and multi-family rates from July 1, 2026. Athens pointed to fuel, labor and equipment costs, and to the cost of SB 1383 organics collection (Athens Services).

For a single-family home with trash, recycling and organics carts, the total went from $50.20 to $52.71, a rise of $2.51. That total holds a net rate of $47.49 and a city fee of $5.22 (2025 rate sheet; 2026 rate sheet).

The city’s FAQ says this July 1 increase comes from the franchise agreement approved after a September 27, 2022 hearing. The July 14 hearing does not add a second residential increase this year. The next residential change would come July 1, 2027 (City of Glendora FAQ).

The five-year formula

The package covers July 15, 2026 through July 14, 2031. On July 15, 2026 and each July 1 through July 1, 2030, maximum rates may be adjusted by the Consumer Price Index for Trash and Garbage Collection, U.S. City Average, plus one percent. The city’s solid waste page now lists the package as its 2026 rates, effective July 15, 2026 (City of Glendora).

Businesses and apartments move to three containers

Commercial and multi-family properties will use three separate containers, for trash, recycling and organics, to comply with SB 1383. The city says this matches the residential system set up in 2022.

Athens will also add a supplemental fee of $23.05 a year to the net rates of commercial and multi-family accounts. It starts July 15, 2026 and is added again each July 1 through July 1, 2030. The FAQ says the fee helps pay for organics collection, customer education, contamination monitoring, reporting and other state requirements. It sits on top of the index-based adjustment, not in place of it.

How the hearing worked

Under Proposition 218, property owners and customers could file written protests until the close of the July 14 hearing at City Hall, 116 E. Foothill Blvd. Email and fax protests were not accepted, and only one protest counted per parcel. A majority protest of affected parcels would have blocked the rates. Questions go to Public Works at 626-914-8246.

What this is not

This is not a change to residential carts, pickup days or bulky item rules. Homes keep their existing three-cart system. It is also not a Los Angeles County rate: it covers only Athens customers inside the City of Glendora.
