Newburgh trash pickup: collection days, recycling and bulk waste rules.
Newburgh trash pickup is run by the City of Newburgh Department of Public Works, Sanitation Division. Garbage goes twice a week, Monday and Thursday on the North Side or Tuesday and Friday on the South Side, and recycling once a week by section; the city’s two schedule maps show yours. What trips people up most: bulk items and yard waste go only on Wednesday, only after a call by 3 p.m. Tuesday, and bulk items cost $10 to $30 each.
- Who collects: City of Newburgh Department of Public Works, Sanitation Division ↗, for every residential property in the city; apartment complexes of more than 30 units under one owner may hire a licensed private collector instead
- Your pickup day: depends on your address; garbage twice a week by the Garbage Schedule map ↗, recycling once a week by the Recycling Schedule map ↗. Set out after 6 p.m. the night before.
- Holiday changes: no collection on city holidays; a Monday holiday pushes Monday and Tuesday routes back a day and cancels Wednesday bulk and yard waste. Other changes are posted on the city homepage ↗
- Missed pickup: call the Sanitation Line at 845-565-1082
- Contact: Sanitation 845-565-1082; Department of Public Works 845-565-3297, 88 Pierces Road, 8 a.m. to 3 p.m.

Newburgh trash and recycling pickup schedule
The Sanitation Division collects garbage and recyclables throughout the city and enforces Chapter 183 of the City Code. There is no city cart program: you buy your own cans, and the city limits how many you may set out. This is the City of Newburgh, a separate municipality from the Town of Newburgh around it.
| Stream | Container | How often | Set-out window |
|---|---|---|---|
| Garbage, North Side | Your own metal or plastic can with a lid, up to 96 gallons | Monday and Thursday | After 6 p.m. Sunday and Wednesday |
| Garbage, South Side | Same | Tuesday and Friday | After 6 p.m. Monday and Thursday |
| Garbage, Broadway from West Street to Grand Street | Same | Monday through Friday | After 6 p.m. the night before |
| Recycling, Sections A, B, C and D | Recycling container | Once a week: A Monday, B Tuesday, C Thursday, D Friday | After 6 p.m. the night before |
| Bulk items and yard waste | At the curb | Wednesday, by appointment | The night before |
- Garbage goes in plastic bags, and the bags go inside a metal or plastic container with a lid, marked with the street address. The city’s Garbage Rules page caps a container at 96 gallons and 100 pounds; the code says 95 gallons.
- A single-family home may set out one container per collection day, a two- or three-family house two, and commercial properties and buildings of four or more units three.
- Drain garbage of free water before bagging it. Undrained garbage is not collected, and a container that breaks the rules can be confiscated.
- Bring containers back to the rear of the property, or a covered storage area, by 6 p.m. on collection day.
- Properties that front the boundary street on the garbage map follow the North Side schedule. On the recycling map’s boundary, call 845-565-1082 to ask your section.
- Only the city collects residential waste; a complex of more than 30 units under one owner may use a licensed private collector.
What goes in the Newburgh recycling cart
The city’s Recycling Rules page says Newburgh follows the single-stream recycling list published by Orange County; the older code text still describes containers marked “paper” and “mixed recyclables”. Recyclables never go out mixed with garbage, or they are left behind. Put items in loose, empty and rinsed.
- Yes: cardboard and boxes without wax; clean pizza boxes; newspapers, magazines, catalogs and phone books; office paper, shredded or not; mail, plastic windows and all; paper bags, cards, gift wrap and paper rolls; rigid plastic containers; metal containers and foil; empty aerosol cans; cartons and juice boxes; glass bottles and jars, caps and lids included.
- No: plastic bags of any kind, which damage the sorting equipment; recycle them at a supermarket. Styrofoam, even with a number 6 code. Food. Straws. Mirrors, windshields, light bulbs and ceramics. Paint, ashes and construction waste.
- Textiles in any condition, scrap metal, electronics and yard waste go to a county transfer station, not the curbside bin.
The county’s Recycle Coach app ↗ answers a single item, and the county Recycling Coordinator takes questions at 845-291-3246. Pizza boxes go in only when clean.
Yard waste and food scraps
Yard waste, which the city defines as wood waste and tree trimmings, is picked up on Wednesday at no charge, but only on request: call 845-565-1082 or 845-565-3297 before 3 p.m. Tuesday. A later call goes on the list for the following Wednesday.
- Leaves and clippings go in plastic or biodegradable bags; the code itself asks for biodegradable bags for leaves.
- Brush must be bagged or tied. Branches may be no longer than 4 feet and no thicker than 3 inches, in bundles of no more than 50 pounds.
- When a city holiday falls on a Monday or Tuesday, there is no yard waste pickup that Wednesday.
- Grass, leaves and light brush can also go to Transfer Station No. 1 in New Hampton at $75 a ton, $20 minimum. Transfer Station No. 2 in Newburgh is not taking yard waste.
The city has no food scrap collection. The county’s guide says to keep food out of the recycling bin and, if possible, compost at home.
Bulk trash pickup in Newburgh
Newburgh picks up bulk items on Wednesday by appointment, with a fee per item, and runs a separate free program with three citywide dates a year. Both use the same numbers: Sanitation at 845-565-1082 or the Department of Public Works at 845-565-3297.
The weekly paid pickup. Call before 3 p.m. Tuesday; later calls go to the following week. Prepay in person with cash or money order at 88 Pierces Road, Newburgh, NY 12550, or mail the payment with your phone number. There is no bulk pickup on a Wednesday after a Monday or Tuesday holiday.
| Fee | Items |
|---|---|
| $10 | Small furniture and small metal items: mattresses, box springs, night stands, carpet rolls, bicycle frames, gas grills, bed frames, screen doors without glass |
| $20 | Large furniture and large metal items: sofas, chairs, tables, entertainment centers, washers, dryers, dishwashers, metal cabinets, swing sets, water heaters, TVs and monitors under 35 inches |
| $30 | Refrigerators, freezers, air conditioners, TVs larger than 35 inches |
| $0.50 to $30 | Tires, by size, limited to five and dropped off at the DPW garage rather than collected: bicycle $0.50, motorcycle $3, 13 to 15 inches $5, 16 to 19 inches $10, 20 to 24 inches $30 |
The free program. In 2026 the city’s no-cost bulk item pickup has three citywide dates: Wednesday, June 24, Wednesday, September 30, and Wednesday, December 16. Register by calling the same numbers no later than 3 p.m. on the Friday before. Each household may schedule up to five items per date; extra items are left in place. Multi-unit buildings schedule by unit. Accepted: indoor and outdoor furniture, washers and dryers, and tires. Not collected: building materials, car parts other than tires, and hazardous items. Put the items out no earlier than the night before. The city’s announcement is at Free bulk item pickup program for 2026 ↗; our story on the change is Newburgh’s free 2026 bulk pickup dates.
The city never collects construction and demolition waste such as plaster, brick, concrete and roofing; the owner takes it to Transfer Station No. 1 or rents a dumpster, which needs a city permit ↗ at $100 a week.
Newburgh holiday trash schedule
There is no garbage, recycling or bulk collection on a city holiday. The city posts each holiday’s changes on its homepage ↗ and lists the holidays in its 2026 Holiday Schedule ↗. The one standing rule is for a Monday holiday: Monday routes are picked up on Tuesday, Tuesday routes on Wednesday, there is no bulk or yard waste collection that Wednesday, and Thursday and Friday do not change. The Labor Day notice for September 7, 2026 followed that pattern.
| Holiday | Date | Curbside collection |
|---|---|---|
| Indigenous Peoples’ Day | Monday, October 12, 2026 | Monday routes on Tuesday, Tuesday routes on Wednesday; no bulk or yard waste Wednesday; Thursday and Friday unchanged |
| Election Day | Tuesday, November 3, 2026 | No collection; changes posted on the homepage |
| Veterans Day | Wednesday, November 11, 2026 | No collection, including bulk and yard waste; changes posted on the homepage |
| Thanksgiving | Thursday, November 26, 2026 | No collection; changes posted on the homepage |
| Day after Thanksgiving | Friday, November 27, 2026 | No collection; changes posted on the homepage |
| Christmas Day | Friday, December 25, 2026 | No collection; changes posted on the homepage |
The Orange County transfer stations close on their own holiday list, which in 2026 includes October 12, November 11, November 26 and December 25, and they close at noon on December 24 and December 31.
Hazardous waste, electronics and drop-off sites
Household hazardous waste is never collected at the curb; the city code also refuses automotive waste, tires and construction debris. The answer for Newburgh residents is Orange County’s program.
- Collection events. Orange County holds free Saturday events for county residents, 9 a.m. to 3 p.m., usually at Transfer Station No. 1 in New Hampton and sometimes elsewhere, including Delano Hitch Recreation Center in Newburgh in April 2026. Bring a valid ID showing county residency; household quantities only, no registration, no large tanks. The county posts the next date on its Events for County Residents page ↗; questions to the Recycling Coordinator at 845-291-3246.
- Paint. Wet latex, acrylic, water-based and oil-based paint goes to the county events or, year-round, to a PaintCare site; the county lists Sherwin-Williams at 1404 Route 300 in Newburgh, 845-564-2539, and says to call ahead. Dried latex paint goes in the trash.
- Motor oil, antifreeze and car batteries. Residential quantities go to any county transfer station free.
- Electronics. The county transfer stations take covered electronic equipment free: TVs, monitors, computers, printers, stereos, cables, game consoles, tablets and e-readers, two TVs or monitors per visit. Not taken: small appliances, microwaves, vacuum cleaners, smoke detectors, broken CRT glass and light bulbs. The city collects unbroken screens as bulk items for $20 or $30.
- Batteries. Rechargeable batteries cannot go in the trash under state law; take them to a county event or a participating retailer, never to a transfer station on an ordinary day. Alkaline batteries may go in the trash with the terminals taped. See lithium-ion batteries.
Drop-off sites:
- Orange County Transfer Station No. 2, 9 Orr Avenue, off Route 17K, Newburgh, NY 12550. Monday to Friday 8 a.m. to 3 p.m., Saturday 8 a.m. to noon; 845-291-2640. Orange County residents; tipping rates apply, and card payments carry a 2.99 percent fee. Its bulk receiving area is closed for site improvements, so it is not taking construction debris, yard waste or anything not in a garbage bag, such as a mattress or a dishwasher. The Citizens Drop-Off Area takes bagged household garbage at $3 a bag, or $1 for residents 60 and over, for bags up to 39 gallons or 39 pounds; recyclables, motor oil, antifreeze, car batteries and electronics free; tires $0.25 to $30 by size; empty propane tanks $2; scrap metal $60 a ton with a $15 minimum; refrigerators, freezers, air conditioners and dehumidifiers $15 each.
- Orange County Transfer Station No. 1, 21 Training Center Lane, off Route 17M, New Hampton, NY 10958. Same hours and phone. It takes what No. 2 cannot: unbagged household trash such as furniture, mattresses and dishwashers, and construction and demolition debris, both at $135.15 a ton with a $20 minimum for up to 295 pounds, and yard waste at $75 a ton with a $20 minimum for up to 530 pounds, plus everything on the No. 2 list at the same rates. Most county hazardous waste events are held here, through a separate entrance across from the former Psych Center gate.
- City of Newburgh DPW garage, 88 Pierces Road, 8 a.m. to 3 p.m.: tires only, up to five, at the city’s per-tire prices.
Fees and billing
Newburgh bills sanitation as a user fee under City Code section 183-25, amended by Local Law 8 of 2022; the city’s Sanitation Bills page gives the current rates.
| Charge | Rate |
|---|---|
| Dwelling unit fee | $29.00 per month per dwelling unit |
| Residential stop fee | $4.60 per stop per month |
| Commercial stop fee | $6.61 per stop per month |
- A residential property pays one residential stop fee plus one dwelling unit fee for each dwelling unit on its certificate of occupancy. A single-family house pays $33.60 a month, or $100.80 a quarter; a two-family house pays $62.60 a month.
- A small commercial property served by the city pays one commercial stop fee plus two dwelling unit fees a month.
- Bills go out on January 1, April 1, July 1 and October 1, each due without penalty by the end of that month. Bills for July and earlier still unpaid on October 31 are added to the next year’s tax bill. Unpaid fees are liens with the same interest and penalties as water bills.
- An owner with a senior citizen tax exemption, or a wrongly classified property, can apply for a reduction within 20 days of the bill.
- Pay online with the account number on the bill, from the Sanitation Bills page ↗, or mail a check payable to City of Newburgh to City of Newburgh Sanitation, LB# 1783, P.O. Box 95000, Philadelphia, PA 19195-0001.
- The city manager’s 2026 budget proposal carried no increase in the sanitation rates. Bulk items are $10 to $30 each, yard waste pickup is free, and a dumpster permit is $100 a week.
Missed pickup and containers
If your garbage or recycling was not collected, call the Sanitation Line at 845-565-1082 or the Department of Public Works at 845-565-3297; the office is at 88 Pierces Road, 8 a.m. to 3 p.m. The city publishes no online form. Before you call, check that the set-out met the rules, since garbage that is undrained, unbagged, over the can limit or mixed with recyclables is left behind.
The city does not supply carts. You buy your own cans, mark them with the street address and replace them yourself. A can that does not conform can be confiscated without payment to the owner.
Set-out rules and fines
- Set out no earlier than 6 p.m. the day before collection and bring the containers back by 6 p.m. on collection day. No construction debris, automotive waste, tires, broken screens or hazardous waste at the curb.
- Littering, dumping on someone else’s property and sweeping trash into the street are prohibited, and pet owners must clean up after their pets.
- Property owners must pay the sanitation fee and keep waste removal going; each day without service is a separate violation.
- Penalties under section 183-23: a first offense is a fine of $100 to $250, up to 15 days in jail, or both; a second, $250 to $500 or up to 30 days; a third or later, $500 to $1,000 or up to 60 days. Each day a violation continues is a separate offense.
Materials with their own rules
- Household hazardous waste: Orange County’s free Saturday events for residents, with a county ID.
- Paint: the county events or a PaintCare site such as Sherwin-Williams, 1404 Route 300, Newburgh; dried latex in the trash.
- Lithium-ion batteries: never in the trash; county hazardous waste events or a participating retailer.
- Mattresses: $10 each on a Wednesday bulk pickup, or free on a free program date; Transfer Station No. 1 takes them by weight.
- Tires: up to five, by size, at the DPW garage or a county transfer station, or free on a free program date.
- Pizza boxes: recycling bin only when clean.
- Aerosol cans and propane tanks: empty aerosol cans in the recycling bin; empty propane tanks at a county transfer station for $2.
